Conditii de intrare si regim de sedere

Cetatenii romani nu au nevoie de viza de intrare in Republica Coreea, pentru calatorii in scop de turism, vizita, afaceri, activitati sportive care nu depasesc 90 de zile, in cazul in care se doreste desfasurarea unor activitati lucrative, este necesara contactarea Biroului de Imigrari si schimbarea tipului de viza. 

La intrarea in Republica Coreea, cetatenii romani trebuie sa declare scopul, locul si durata sederii, respectiv sa faca dovada detinerii unui document de calatorie valabil (pasaport) si care sa nu expire pe durata sederii in Coreea; a unui bilet de avion valabil a carui destinatie finala sa nu fie Republica Coreea; a resurselor financiare necesare asigurarii subzistentei; a unor aranjamente de cazare la unitati hoteliere recunoscute de autoritati. 
Prelungirea sederii in Republica Coreea peste termenul de 90 de zile acordat de viza impune declararea scopului si duratei sederii, la autoritatea pentru straini (Immigration Office) care, in urma intocmirii formalitatilor si primirii documentelor aferente fiecarei situatii (studii, activitati religioase, angajare in munca etc.), elibereaza cartea de identitate pentru rezidenti (Alien Registration Card). Documentul are valabilitatea de un an si trebuie prelungit inainte de expirare, prin aceleasi proceduri, in cazul extinderii duratei de sedere.
Neindeplinirea acestor proceduri atrage dupa sine suportarea de catre persoana in cauza a unei amenzi substantiale – pana la 10.000 de dolari si chiar expulzarea.
Constituie infractiuni la regimul intrarii si sederii:
v   intrarea ilegala in Republica Coreea (prin alte locuri decat punctele de frontiera, pe baza de documente false etc.);
v   sederea peste termenul de 90 de zile fara reglementarea statutului la nivelul Biroului de Imigrari;
v   sederea peste termenul de valabilitate a documentelor de rezidenta fara actualizarea acestora la nivelul Biroului de Imigrari;
v   implicarea in activitati infractionale de drept comun, omucideri etc.; trafic ilicit de narcotice; trafic de persoane; trafic ilicit de materiale, produse si tehnologii strategice sau cu dubla utilizare; actiuni anti-statale sau de sprijinire a politicii si/sau regimului nord-coreean;

Amenintari teroriste
Riscul amenintarilor teroriste in Coreea de Sud este scazut, insa cetatenii romani trebuie sa aiba in vedere riscurile globale pe care fenomenul terorist le poate produce oriunde in lume. Cetatenilor romani care calatoresc in Coreea de Sud li se recomanda sa urmareasca in permanenta anunturile si recomandarile facute de autoritatile locale si sa acceseze periodic pagina web a Ministerului roman al Afacerilor Externe (www.mae.ro).

Siguranta si criminalitate
Fenomenul infractional de drept comun are o manifestare minora in Republica Coreea. Tipurile cele mai frecvente de infractiuni sunt furturile din buzunare, inselaciunile sau furtul din masini. Acestea pot aparea in zone aglomerate (gari, statii, parcari, centre comerciale, benzinarii sau zone de servicii pe autostrazi). Este recomandabil ca documentele si valorile personale, biletele de calatorie si banii sau cartile de credit sa fie pastrate in locuri sigure si sa nu fie expuse in mod vizibil asupra persoanei sau in masini. Masinile trebuie incuiate si asigurate cu sisteme de alarma. in cazul calatoriilor cu autobuze sau trenuri este indicat sa se pastreze atentia asupra bagajelor pe intreaga durata a calatoriei. Pentru iesirile in orase, in special in zonele aglomerate, este recomandabil ca documentele personale sa fie pastrate intr-un loc sigur.
Se recomanda, de asemenea :
v   efectuarea de vizite in Zona Demilitarizata numai cu sprijinul agentiilor de turism autorizate in acest sens;
v   evitarea oricaror demersuri individuale, care nu fac parte dintr-un program oficial acceptat de autoritatile de resort, de a intra in Zona Demilitarizata, in obiective militare apartinand fortelor armate ale Republicii Coreea, respectiv in institutii guvernamentale locale;
v   evitarea participarii la demonstratiile publice si marsurile de protest organizate pe plan local, indiferent de caracterul acestora (anti-guvernamental, orientate impotriva unor organizatii sau fenomene cu relevanta internationala
v   antiglobalizare etc), respectiv evitarea zonelor in care acestea se desfasoara;
v   portul permanent, in alt loc decat cel in care sunt pastrate obiectele de valoare si documentele personale a unor copii ale actelor de identitate si a unei fise protejate impotriva intemperiilor in care sa fie incluse date privind: numele, prenumele, cetatenia, data nasterii, grupa sangvina (inclusiv tipul de Rh), numele si numerele de telefon ale rudelor apropiate aflate in Romania sau in alte tari si care trebuie notificate in regim de urgenta asupra situatiei persoanei respective, in cazuri deosebite.
In cazul unor incidente care afecteaza siguranta persoanei sau a bunurilor, se recomanda contactarea celui mai apropiat birou al politiei. in cazul pierderii pasaportului romanesc, se recomanda sesizarea atat a biroului local de politie, cat si a ambasadei Romaniei. in cazul unor incidente grave (accidente, talharii), care necesita interventia imediata a autoritatilor coreene, trebuie apelate urmatoarele numere de urgenta: * 112 – politie locala * 119 - serviciul de urgente pompieri si ambulanta Se recomanda, de asemenea, sesizarea Ambasadei Romaniei, care poate acorda asistenta consulara in conditiile prevazute de lege.

Alte particularitati:
Sunt interzise cu desavarsire actiunile indreptate impotriva ordinii de drept si constitutionale locale:
v   actele de sprijinire a politicii si/sau regimului nord-coreean prin actiuni de propaganda sau acte subversive;
v   intonarea imnului Republicii Populare Democrate Coreene (RPDC) pe teritoriul Republica Coreea, arborarea drapelului RPDC, afisarea unor insemne de stat sau alte simboluri ale RPDC, respectiv regimului de la Phenian (insigne, portrete, stema etc.);
v   introducerea in Republica Coreea si / sau distribuirea de materiale cu un continut favorabil ideologiei promovate de RPDC; implicarea in actiuni de propagare a ideologiei promovate de RPDC;
v   afilierea la organizatii si structuri care sunt susceptibile de a functiona in favoarea regimului nord-coreean ori de a fi finantate de acesta; consumul de stupefiante, care este aspru pedepsit de lege.

Sistemul medical
Recomandam tuturor cetatenilor romani care calatoresc in Republica Coreea sa incheie polite de asigurare medicala si de calatorie, pentru intreaga durata a deplasarii.
In Republica Coreea, unitatile spitalicesti sunt in general bine dotate cu aparatura de diagnostic si tratament, in marile aglomerari urbane (Seul, Busan, Daegu) exista disponibile facilitati medicale in sistem occidental, iar personalul medical este in masura sa poarte conversatii in limba engleza. Farmaciile sunt bogat aprovizionate iar medicamentele in marea majoritate se elibereaza cu prescriptie medicala.

Conditii privind traficul auto
Starea generala a drumurilor este buna. Traficul rutier se desfasoara conform standardelor romanesti, pe partea dreapta a drumurilor publice.
In zonele urbane exista artere de tip „expres”, nesemaforizate, care sunt exploatate in regim de autostrazi; circulatia pe aceste artere nu impune plata taxelor de drum. Folosirea autostrazilor inter-urbane si a marii majoritati a tunelelor, impune plata unor taxe, stabilite in functie de distanta parcursa si de gabaritul vehicolelor.
In zonele intens circulate, respectiv pe principalele autostrazi, panourile de dirijare a traficului sunt inscriptionate si in caractere latine; masura nu este valabila pe drumuri colaterale, in unele zone periferice si unele sectoare din provincie.
Este interzis traficul motocicletelor, motoretelor, motoscuterelor, bi – si tri –cicletelor (ne)motorizate, pe autostrazi, sosele interurbane si artere urbane de tip „expres”, cu exceptia celor aflate in dotarea politiei si autoritatilor militare.
Pe autostrazi, artere tip „expres” si soselele din extravilan, limita de viteza pentru autoturisme si alte vehicule usoare este de 100 km/h, iar pentru vehicule grele de 50 km/h. Sistemul de supraveghere radar este larg raspandit si sanctioneaza prompt depasirile limitelor de viteza.
Parcarea este in general permisa pe marginea dreapta a drumurilor publice. Exista insa spatii de parcare special amenajate unde se percep taxe. In practica, prioritatea se acorda foarte rar, atat participantilor la trafic cat si pietonilor aflati in mers.
Traversarea prin locuri marcate si nesemaforizate nu garanteaza evitarea unui posibil accident si de aceea se recomanda folosirea pasajelor semaforizate si a celor supra- si subterane, acolo unde acestea exista. Conducerea sub influenta alcoolului este strict interzisa.

Permisul de conducere
Conducerea unui autovehicul pe drumurile publice din Republica Coreea este permisa numai daca se detine un carnet de conducere eliberat de autoritatile sud-coreene. Permisul romanesc trebuie preschimbat cu unul sud-coreean de catre autoritatea competenta, in conditiile absolvirii unui test de aptitudini fizice, nefiind necesara sustinerea unui examen de cunostinte teoretice.

Informatii pentru cazurile de accident de circulatie
In majoritatea cazurilor in care se inregistreaza un accident de circulatie, soferul autovehiculului este cel care raspunde in fata organelor de politie sau de ancheta.
Din aceste considerente, este util pentru conducatorul auto purtarea in permanenta a unei camere foto pentru a putea proba, ulterior, circumstantele evenimentului rutier.
De regula, investigatiile politiei rutiere sunt de durata, existand posibilitatea retinerii pasaportului celui in cauza. in majoritatea cazurilor, amenzile si pedepsele sunt severe in eventualitatea unor accidente soldate cu vatamari corporale.

Utilizarea cartilor de credit
In Republica Coreea, cartea de credit reprezinta un instrument de plata larg raspandit si utilizat in majoritatea circumstantelor. Principalele companii emitente (Mastercard, American Express, VISA etc.) sunt acceptate. in general, toate instrumentele moderne de plata international acceptate sunt valabile in Coreea de Sud.

Reglementari vamale

Autoritatile sud-coreene au inasprit reglemetarile privind importul sau exportul unor obiecte precum arme, munitii, explozive, narcotice, echipamente radio, aur, carti sau alte materiale imprimate, video sau audio care ar putea fi considerate subversive, obscene sau care lezeaza interesul public si proprietatea culturala.
Urmatoarele produse trebuie declarate la sosirea in Republica Coreea: animale vii (pisici, caini, etc.), produse animale si preparate din carne (mezeluri, lactate, oua).

Conditions of entry and staying

Terrorist Threats

The risk of terrorist threats in South Korea is low, but Romanian citizens should take into account the risks that global terrorist phenomenon can occur anywhere in the world. Safety and crime

The medical system
